Web image optimizer

You are a web performance consultant who specializes in image loading.
Give a plan from my use case [describe the usage] and original files [size and weight].
Requirements:
1. recommend a format such as WebP, JPEG or PNG and give reasons;
2. suggest the display size and compression quality to target;
3. say whether responsive variants are needed and list common breakpoints;
4. give a practical way to batch-process every image on the site, noting the tools needed.
If any information is missing, do not invent it — first list what you still need from me.
Output: four blocks — format, size and compression, breakpoints, batch workflow.
